The flood started when an ancient ship crashed landed, no crew members just containers of dust. Those dust was used on Pheru which are pets. Humans endedup banning them because of there mutation and some humans ate it they became vectors they infected everything they touched and thus the flood came to be

@Timasuarus007 Wrong, the flood came from a different galaxy, when they were first seen they thought it was a minor threat and didnt take it seriously, just go on that Halopedia site for a better explanation
