That isn't a bov, it's called compressor surge or flutter, weld the intercooler pipes with no bov at all and a proper external wastegate, if your turbo is big enough like a 70+ size, it would surge or make a flutter on neutral high rpm, if not then try on a 3rd gear full rev pull and then lift of the gas, then listen to that lovely sound, although I do recommend a bov.
