It is being lip synced. Back on old TV performances in the 60s and the 70s, the shows had them lip sync. sometimes they would pre-record the bands part, and let the singer sing live, but in this case they didn't. Shows like Top Of The Pops had the band pre-record a song, then mimic it for television. Check out Rod Stewart performing Maggie May on Top Of The Pops in 1971. A few members of the band, including lead guitarist, were kicking a soccer ball around during the solo, and not even playing.
