"spending little to save a lot" is a good motto.
Having said that, spending more than the gov't takes in is why it has a large deficit and thus debt. To be sustainable the government needs to spend less than it takes in. Were the gov't to invest in solar panels like you suggest, how long would it take to recoup the initial cost? Follow up - how much can the gov't afford to spend right now? 1 trillion? 100 trillion? What are the side effects of spending X trillion dollars now?
