Philippines Death Toll Nears 1,000 .
By James Hookway

The death toll from a series of flash floods and landslides in the southern Philippines rose sharply higher to 1,000, the country's national disaster agency said Tuesday as President Benigno Aquino III prepared to visit the crisis zone later in the day.

Typhoon Washi swept into the northern coast of Mindanao island late on Friday night, catching many victims unaware despite government warnings about the approaching storm, which dumped a month's worth of rain on the area in half a day. The disaster agency said 957 people were killed in the resulting flash floods and landslides, up from the previous toll of 650. There are 49 people still missing.

In some instances, people were washed out to sea on fast-flowing rivers, clinging on to pieces of debris. Some were rescued by passing boats once out in the ocean.

Mindanao usually lies below the path of the 20 or so typhoons that blast through the Philippines each year, and the storm was unusually late in the year. Disaster agency chief Benito Ramos said this might have contributed to a sense of complacency among local residents, many of whom lived in flimsy shanty settlements along the banks of main rivers. Mr. Aquino has ordered government agencies to bolster local warning systems to help avoid a repeat of similar disasters.

Funeral parlors in the two main cities in the area, Cagayan de Oro and Iligan, where either full or near capacity, with bodies in some cases being stacked up outside. Mayor Lawrence Cruz in Iligan said some unclaimed bodies, which already are decomposing, are being buried to prevent the spread of disease.

Troops who are usually stationed in the region to combat Islamist and Maoist guerrilla groups are being diverted to build coffins after supplies ran out. Local government officials said body bags and lime also are in short supply, and health workers say the inundation of mud over much of the area has made securing safe drinking water a top priority.

U.S. President Barack Obama said in a statement Monday that the U.S. stands ready to help the Philippines, a treaty ally, with the recovery effort.
