Chinchin means something different depending on whether you speak chinese or japanese. She was watching a dog show from china, one of the tricks is "Chinchin!" which means to beg. In japanese, Chinchin is more or less like saying "peepee" or "wee wee" or "willy".
if you go into a mexican place and demand Taco. you get a taco. you walk into a Japanese restaurant and demand Taco, you get octopus.

I think "chin chin" in Japanese is sort of the English "pee pee", a childish word for penis. It's meant to be more childish than vulgar.
