Fastener manufacturers have geared up for the changes among wood preservatives. I'm not sure of the current status of pneumatic fasteners, but if they do not meet ASTM A 153, they would not meet the recommendations of Wolmanized wood nor the requirements of most building codes.

you don't have to do this method.... do a ledger attached to the house and have the deck supported by posts on corners and sides. If its a small deck, you may only need posts on outer corner. Let the posts come up and form the rail posts at that point using long bolts or notching them.. If very low you may not need railings or steps.. check with your locality about building permits and requirments..

I want to build a deck that is simple, affordable and on ground level. Anyone know anything about this because I plan to do the construction myself with one helper (my daughter) and I'm not rich or particularly strong. thanks!

Um, it's a cantilevered deck. Toenail the joists to the ledger first (flush w/ top), then install the hangers. As the joists are run over the dropped beam (and longer than req'd), chalk a line pulled from the house/ledger, then cut the joists to length. The rim will be straight regardless of how straight the house/ledger is. And, yeah, get that lady a real hammer.
