I can't understand what he says is the solution. "they should just go up a ladder and peel down ..." the what? House-white? What's that?

He is saying that they should go up a ladder and paint the roofs white. lol sorry if its hard to understand

He's trying to talk with the accent of Newcastle in northern England, known as a geordie accent. (pronounced jordie).

They actually did the calculations and while you will increase the albedo effect, you have to make all that paint, and that is much worse than the actual benefits of the reflected sunlight.
