Yeah, Bethesda's studios are located in Maryland, quite near the real military installation. They actually reference it first in Oblivion's predecessor Morrowind, where Raven Rock is an ebon mining colony which the player helps to build.

The guy in Oblivion says that because Raven Rock is a colony on the island of Solthsteim, which you help build as part of the main quest for Morrowind's second expansion, Bloodmoon...

Apparently, if you save right next to the invisible wall, reload and hold forward, you can get through. I've never gotten it to work, though.

I just noticed something. Bethesda made fallout 3 and Obliv so much alike. [Controls] And now Raven rock. In oblivion go to the water front and wait in the abandoned shack. A new guy comes saying he just got out of work at the RAVEN ROCK COLENY. >:D STOP COPYING UR IDEAS BETHESDA!!! >:D

While that is true, it's also important to note that Raven Rock is also the name of an actual strategic military installation north of DC. It could be an obtuse double reference.
