I commend these folks for their willingness to face arrest for their beliefs. I respectfully suggest that instead of aiming just for an arrest because of 'prayer' on principle and to get the media attention for your message, you should instead work to find ways of peacefully disrupting the work of the Administration. I.E., a sit-in at an executive office building that prevents work ffrom being done, etc. Disruption, not arrests, should be the point.
