Question is, if you can run batch files in the first place, why do you even need a command prompt?

If they wanted to block CMD, they would and it would not execute at all - regardless of how you can get to it. Just because it is removed from the start menu does not mean it is "locked". Lots of networks need CMD to run logon scripts. Also, there is nothing you can do in CMD that you can't do anywhere else in Windows. MS-DOS is dead, and CMD is just another part of Windows, utilizing the same security database. And you keep spelling "there" when you mean to say "their".
