Voting present IS A VOTE. He voted present on bills that carried good and bad stuff and wanted to send a signal to others that he could vote yes on a bill if it got amended and if what he believed to be bad in the bill was done away with...

I think it's more important to look at where they differ. Such as torture, immigration, spending, etc.. One would expect a Rep or Dem to have high percentages of votes with their own party. They share ideals (abortion, taxes, etc..) which results in joining the same party in the first place. The differences are where the real story is.
