Neither is particularly better, one just fits your gameplay style better. The laser does less damage, but recharges faster and uses less energy. The plasma cannon is the exact opposite. I recommend using the laser if you're driving an Anassi, and Blitzwagens, Hyperons, and Astors should use the Plasma Cannon.
