(the first lane on the oncoming side) I have no idea why people cant read the sign that says "EZ-Pass only" some moron was just sitting in the lane waiting for the friendly state worker to come out and tell him JUST GO!
The motorists are likely slowing down, concerned about going over the 10 mph posted speed limit for the lane. Also, I've observed some drivers using E-ZPass lanes stop to look for a confirmation signal before proceeding. MdTA has removed these at the 15 mph and higher speed lanes.
