Most of the time the AT is left on until about 10 feet AGL. Smaller a/c tend to be more "squirrely" with the engines at low speed due to wind changes and drag from the flaps, gear, vertical speed, etc. Especially on final when there's a fixed reference speed.

B717's do not use PW engines. They have a BR715-A version engine.
