It's very common in Paris (as well as many other major European cities) to see street musicians playing on corners and outside cafes. The accordion is almost a "national instrument" in France. It costs nothing to listen and it's considered polite to put a few coins in the musician's cup to thank them for a song.
A typical, bustling Paris street with traffic, shoppers and other sounds of the city and he seems blissfully unaware of if all as he plays his accordion.
