@Nonpeon You could watch the movie Nora.Although it is mostly an artistical rendering of James' relationship with his lover and (much)later wife,Nora Barnacle,it does feature a lot of interesting and sometimes touching biographical details.Also,you could go on reading Richard Ellmann's compelling and well know biography "James Joyce",as well as Stanislaus Joyce's "My brother's keeper".Enjoy!

Dublin has to be the most boring and morbid town in the world and people who live there just dont know life or there own self worth its like a prison because almost every bar and food store has arrogant polish security gaurds on them and everyone judges you for simple things like the way you dress act behave walk and talk its SICK get the fuck out and live your life . You cannot express your true self in Dublin because the culture is so extremely different to everywhere.

Yes, just read it.
I say No! to annotated guides, they'll just bog you down. Read to enjoy. And if you enjoy it, THEN explore books that help explain it further.

Ulysses has so many allusions and references, don't become overly preoccupied with catching every single thing. I would suggest an annotation of the novel to go along with your reading. I'm no expert but I enjoyed the Gabler edition.
