@xCyberdog Picard hates the Borg because he was once assimilated (as Locutus) into the collective. So he's testing Hugh to see if he's truly an individual or if he's still Borg. A great test of allegiance here, that Hugh passed when he directly disobeyed what he thought to be a Borg leader unit (which Picard/Locutus was, when he was assimilated).
