This is my list of the top ten strongest pyrokinetics. Description for each characters placement is down below.
Mei Terumi: Number 10: She has the ability to generate lava easily and seems to have a fair amount of control over it. As far as I know she doesn't have much resistance and is still limited to chakra.
Pyro: Number 9: Pyro can manipulate fire like second nature. He can shape it into almost anything and direct it in anyway and increase the heat of it to extreme degrees. His limitations are that he needs a source and only has resistance to fire he controls.
Heie: Number 8: Heie's fire powers aren't as freely controlled but he uses them through various techniques and can summon a large amount of it when using his Dragon of the Darkness Flame attack. He does have resistance to fire but if it's too powerful it might hurt him, as seen from using his own attack.
Fire Benders (Zuko/Aang/Iroh/Azula): Number 7: Even though it's four people it was hard for me to put only one of them over the others. As firebenders they generate fire on their own and can manipulate it in various ways. They do so to the point of incorporating it into there martial arts as if it is one in the same. They don't have a physical resistance but they are skilled enough to redirect any fire that threatens them.
Fire Lord Ozai: Number 6: With all the same skills as the previous characters Fire Lord Ozai is one step above because he can generate a massive amount of fire with tremendous force and uses it very skillfully to fly.
Ghost Rider: Number 5: Ghost Rider gains the upper hand because of his resistance and because of the intensity he can put behind his firepower. I've never seen Ghost Rider really be creative with his pyrokinetic power other then incorporate it into other weapons or show much skill with it, it's mainly used as raw power, which is why I put him in the middle of the list.
Magma: Number 4: Magma immediately gains the upper hand because of her transformation. Her entire body heats up and gives her resistance in several different ways. She has the ability to generate lava and fire and even earth somewhat. She might not have the free control that previous characters on this list have but she would still be able to match them in power.
Heatblast: Number 3: Heablast doesn't even have a transformation as he's already covered in molten lava fire armor. He has a vast list of different techniques he can do with his fire ability.
Ace: Number 2: Ace from One Piece, Luffy's older brother can generate a massive amount of fire enough to destroy entire battleships and has total resistance to it. He also has a good enough control over his fire that he can do more then just shoot flamethrowers.
Human Torch: Number One: He can turn his entire body into a living flame, covering himself in an armor of intense heat. Using his flame on technique he can resemble a jet and fly at great speeds. He can sense other heat sources and control them. He is also able to absorb a large amount of fire into his body with no side effects. And with his greatest ability called the nova flame he is able to reach up to one million degrees Fahrenheit.
