Nothing attached, nothing under him. You should watch the documentary Man On Wire. He had to break in to set this up. It's completely illegal.

Guy F. Tozzoli: I had in my car a radio that connected me to the police desk at the World Trade Center, and on the day in question the light went on. The patrolman at the police desk said Mr. T there is a problem at the WTC I said what is the problem. He said There is a guy walking on a tightrope between the towers what should we do? and I couldn't think of anything and said don't let him fall off. I called back This is incredible. He is walking. How doesn't he fall off? Don't arrest him.
