germany, and to my knowledge most of europe, has about 80-85% of voters vote. so if we had the percentage with which you constitute democracy, we would question wether or not the population is antidemocratic. than again, we vote on days were people actually CAN vote, not sometime during the week.
actually with unemployment stats they only count people who are collecting unemployment checks. They don't count the unemployed whose benefits have run out, those who were never able to find employment, those who lost their jobs in a way they weren't qualified for unemployment, etc. Just people collecting unemployment.
