Yes, that has been the standard Downeaster consist since the service began in 2001.

True... but at least it still lives and roams the rail in some form, rather than shredded and in a junk yard.

Is the F40PH/NPCU always placed on the "west" (which I assume means Boston) end of the "Downeaster"?

Yes. This prevents Boston's North Station from filling up with diesel exhaust fumes.
