It was made by a filmmaker from Portland named Matt McCormick.

Thanks so much for the comment. I just googled the full title and found additional info, and so for more about "Sincerely, Joe P. Bear", and the film maker, go to... well you'll just have to google the film title as you tube does not seem allow links.
