    Sorry about that. I should have clarified a bit more:

    "The risks [of exploration] were challenged and defied by lesser generations[e.g. Apollo-Era Engineers, Voyagers during the Age of Discovery, etc]."

    And by 'machine', I was referring to the general notion of not being able to practically make a system 100% reliable. Especially in the case of a launch vehicle and subsystems operating at their peak performance for the entire duration of an ascent (~8 minutes more or less).

    Not sure what you mean by "lesser generations". Everyone has their challenges.

    From a "machine"? Well, the risk is a LOT broader than that, than just a single physical machine.

    It's the whole system, including the impact incurred by the costs.

    You cannot completely eliminate risk from a machine, but you can drastically decrease the probability of contingencies.

    I do wonder what a chap like yourself had thought when Columbus sailed; endangering the lives of numerous sailors and exposing them to new threats, strains of disease, and increasingly problematic ration issues.

    The risks were challenged and defied by lesser generations. I don't think we're to be thwarted by the dangers inherent with space exploration at all whatsoever.

    I'm all for increasing NASA's budget to 1%. Even 2%.

    But, there's still no reason to risk astronauts' lives with a manned space program.

    The NASA budget has trended down to its current state since 1994 starting at .9 percent and ending in 2012 at .5 percent. 1993 was the last year NASA had a full percent on the tax dollar. The last time NASA was under 1 percent was from 1978-1988.
