Sorry, no to both. I was curious about this lyric too, so I Goggled the words "greased tea," thinking it was some sort of English slang, but the Blogger, Thomas, at the blog "tea squared" got the answer from Morrissey himself.

"...His brief answer: "'Greased-tea,' actually. Tea in a cup that hasn't quite been washed so therefore has a slight film across the top. Nasty...." Google those words and you'll find his 22 Oct 2012 blog post.
