Exactly by how much (in terms of scope) does the ISC syllabus and the NCERT syllabus differ? DO preparing for ISC has as much a positive effect on IITJEE as NCERT?

Yes NCERT is very important for iit-jee. But it is not that they wont ask anything outside the NCERT syllabus.
