Wrong. You would have to be several feet under the water to avoid death from bullets, and the slower the bullet, the deeper you have to be. Furthermore, the shock waves travel more strongly through water than air, which would kill you assuming you are submerged. Additionally, just being close enough could also kill you, because of the pressure. Recall the shooting fish in a barrel myth; it would be the same concept, just on larger scale, and with people instead of fish.

on mythbusters they didnt use an actual surfer, they used a dummy. and it wouldnt kill you. you could be a foot under water and some one could shoot a gun at you and it wouldnt hit you with enough force to even leave a mark and he wasnt on top of the blast anyway.
