your compass should guide you to it. If not, go the the Museum of Natural History (where Underworld is) and turn right in the room where the entrance to the ghoul city is. You will see a door. Enter it, and you will come to a room with stairs right in front of you to go upstairs and a first floor as well. You should be able to find the poster somewhere in that feral ghoul area on the second floor.

question: I found Lincoln's hat, figurine, voice, and repeater. What do I do with them?

You can sell them to the Temple of the Union people once you get them to the Lincoln Memorial if you completed that quest, or you can sell them to the Abraham Washington, the guy who gave you the Stealing Independence quest.
