360 is played on a larger screen (a TV?) which always have higher delay than smaller screens. Dual PCBs (that don't use switches to activate each PCB) are known to add lag. Despite all of this you can see that the screen on the left is 1 frame ahead of the one on the right (eg. frame by frame at 1:31)
An actual, reliable test would be to use the same TV for both consoles, with one button on each (lagless) PCB wired to a single Sanwa button. Or even just film one console at a time and compare.

How do we know that the two TVs have the same input lag?

@FetaCheese222 We don't. This is for fun and not meant as a scientific test. The point is the game appears to run at the same rate as is to be expected, because one set of inputs seems to generate the exact same results on both systems.

is it a wireless connection to the consoles? if not, then how did you connect to consoles via usb ? splitter, or 2 USB wires coming from the the PCB ?

@Jace1000tube I used my own custom designed circuit board to interface 360 and ps3 wireless controllers + LEDs onto a set of buttons. Since then, the LEO2 has been developed which does the same thing, which you should be able to find for sale at akihabarashop
