Musharraf's control of his own territory, or willingness to do so, is highly debatable. You can find an independence movement in Pakistani Baluchestan. But that is a bit of a cottage industry in Asia! (A continguous land mass with millenia of history gets you that.) You can always find some weekend warriors, fund them, and publicise them as the solution to public discontent.
Look up news of bombings in eastern Iran over the last 2 years.
This is AGAIN all about oil. It is past time for a political settlement. If Bush would stop pushing for privatization and would offer legitimate diplomacy, this could possibly get done.
