all of the people that got involved were either off-duty, (or in the case of the uniform) On-duty officers.

The person being detained was "completely still" as you state, but had his arms under his chest. when the officers told him to relax so he could be cuffed, he did not comply, which required them to forcibly move his arms.

at this point, he began to become more aggressive, which warranted the officer in the beige jacket to attempt to use an ankle hold to cause the suspect to submit
