I used to live in New Bern, and I can tell you that it has really gone downhill in the past 10 years or so. I was ultimately forced to move away. Low wages, high crime rate, highest cost of living in its geographic area, despite the low wages.
Lots of history there, so by all means visit, but you won't want to live there. When you visit, you can get a hotel room in Kinston or Greenville for half the price of New Bern. Avoid the Sheraton New Bern at any cost.
