Unfortunately, no: this is pure raster.
It could perfectly be done in SVG, but it would be very heavy for the browser, both memory and cpu-wise, with thousands of branches and leaves as elements in the browser.

What browser are you using?
It won't work in Internet Explorer, but will in any other browser.
