Actually Mario is right. Check rule 10.1 in the itsf rule book. You wait one second before resumiing play.

Once your opponent agrees that they are ready, you can legally advance or shoot the ball 1 second after it has been touched by two men. You no longer have to stop the ball for a second prior to advancing or shooting it.
Terry calls time out with the ball at the middle man set up for a pull, If you notice when Mario agrees that he is ready, at least 4 seconds elapse after the second man has been touched before Terry shoots, making it a legal shot.
