@TheMightyGuri -- Be careful about your assumptions with regard to legalism and constitutionalism as it applies outside of your own context. In Chinese there are 2 ideas: 人治 (rule by men) and 法治 (rule of law). The former has FAR more currency in China's history than the latter, and while yes, nominally there is a "constitution", its function in Chinese society is markedly different than the logic you're using. Chinese law allows for significant 人治, Executive Power if you'd like.
