The way I think it works is small lodges represent small towns but they still server the larger whole. One of the biggest lodges is near DC also a Scottish Rite. Which is Templar. The bigger lodges have the bloodlines, they are all intermarried into powerful families in control of the worlds monopolies, finance and industry.
