Actually, no, he is indeed a dog. He's always been a dog. In the '30s, he was originally named Dippy Dawg (yes, my children, "Dawg" was around way before the year 2000). The creators changed it to George Geef in the '50s, and that's where he got the nickname Goofy. The reason Disney let there be two dogs on screen at the same time is because they made Goofy into, as you guys called it, anthropomorphic, and Pluto became the pet.
