People are not supposed to have their cameras on during take-off and landing, however, if you can conceal it, people get away with it.
There was one YouTube video I watched of a take-off where you could hear the passenger next to the person filiming saying "you're not supposed to have that on." The guy turned it off because she was threatening to tell the flight crew.

this makes me homesick. I fly to Tri-cities when going home & I always love seeing the mountains appear from under the clouds
