Ratfaced, yes. But he's just doing the oversight job the Soviet-wannabee party--i.e., the Republicans--couldn't be bothered with for the last 6 years, since it might involve serving their country instead of the GOP.
Of course, you could never call anyone in the GOP a "reformed" anything. Once some "donor" greases their palm, they'll sell their country out faster than a $2 streetwalker.

As congressman Waxman said in the vid they apparently manage some buildings also, but if the vast majority of that $500 million was wasted on office supplies it wouldn't really shock and amaze me. This lopsided bad deal contract that they are discussing here is pretty common place in the gov as people abuse the system to hook up their friends with fat contracts. Our bureaucracy has some real problems that they are only scratching the surface of here.
