@killabunny78 The Space Hulk wasn't always filled with Tyranids. This could've been when there were still humans on the space hulk. Hell we don't know the history of this space hulk. For all we know it could've been an arbites prison transport ship that got invaded by Tyranids. And the prisoner happened to be a high-value target which explains the Space Marines.

@higuma75 Generally, on an Imperial world, the Arbites are over the praetors or Custodes, the latter two serving as the planetary police.

@babar3724 Local planets tend to have their own law enforcement. The Arbites are more like a federal police force. On some planets they may as well be the only police force, but in the fluff most have their own versions, with the Arbites often as some kind of overseeer.

They are the police on planets governed by Imperium. And they don't have to be in Space Hulk.
