This is an interference moire pattern, similar to the effect created with a reflective background and microlenses of the old Kinetic Art made by Rowland Technologies. As you can see, when I tilt it left/right, the pattern moves up/down. when I tilt it forward/back, the pattern moves left/right. It's created by taking two clear plastic sheets with a hexagonal pattern printed on each and separating them with a piece of glass or acrylic. Rotating one or both sheets creates a different size dot pattern. I used to sell the official pieces that are much brighter on my website. I still have some left, (and another video of those) but no longer have a website. One of my customers figured out how they work, made this, and sent it to me. Someone else who recently bought something from me wanted to see this, so I made this video.
The reason it looks a little weird in the video is that the pattern is only visible when it's held up to the light. The version with microlenses and reflective backing is far more vibrant and easier to see.
