Why yes he most certainly is.... Joss Whedon produced both Firefly and Dr. Horrible. He was also on the last season of Buffy...which was also made by Joss Whedon...Joss is my hero

Yep, that's Simon Helberg, he plays Moist in Dr. Horrible's Sing-Along Blog. If you haven't seen it you should check it out, this clip will make a lot more sense haha.
