I can't help but think Voden is a better ruler. He does conquer lands, but he doesn't seem to be as excessively and arbitrarily cruel as Zad or as given to his sexual impulses. At 6:17, he plays a game with a girl. So far, Voden seems to the lesser of two evils.

@livigurl66 Yes,but didn't you notice? He cheated...and what he said later on leaves to believe that he has cheated in all the preceding games as well. He can't take anyone being better than him or not sharing his opinion.

It's out of the question that Zad is lead by primal urges, but it is exactly the fact that Voden is smarter and more clever and yet still foul to the core, that makes him worse than Zad. The only thing Voden sees in anything is a potential weapon or a potential enemy.
