Gavin Chickens Out of Debates

At the SF League of Women Voters Mayoral candidate forum, three things became clear:
- Gavin faces at least 9 nine serious challengers.
- Gavin has little respect for his challengers. He strolled in 45 minutes late.
- Gavin refuses to participate in a real, televised debate.

I don't know too much about him, but why is there an issue of him not attending a debate considering he has a very high approval rating? I live in Mississauga and our Mayor has been elected for over 20 years and hasn't even campigam for years now. She has a great approval rating.
