The context of 'bhyaḥ' is 'fear', 'danger', 'harm' depending on translation. Some versions use 'bhaya'.
The lines using 'bhyah' are mostly various categories of sentient beings that one is perceived to be vulnerable to and seeking protection from.
The context of 'phat', generally it has the meaning of wrathful activity of 'subduing' or 'overcoming'.
