I noticed that the reversed bias reciever is incorrect as described in your schematic.
(unless my parts are labeled/Mfg'd differently)
I used a (radioshack) matched pair emitter and detector/transistor and I found that putting the reciever/transistor in as marked negative to negative positive to positive (forward biased) is the correct way to use the reciever, as reversed biased did not work.

Circuit is perfectly right. It is used by many users and it worked.
Here receiver is reversed bias. ( I use simple IR sensor pair)
The pair that you used is different.

where can i buy a receiver like the one you used? all the ones i find have 3 prongs all in a straight line. it appears the one you are using has only two? also, are there any specific LEDs that you are using? or just normal

I used IR sensor pair and has only two prongs...
