It's quite simple why so many come from there, they recruit quality schoolboys many of which played for the Australian team. NSW rugby required Waratahs players to be associated with a club and the richer and higher profile clubs like Uni have free reign in obtaining them, further increasing their profile. Finally Uni has a ready made source of potential talent in the huge university populations at Syd, NSW and UTS all close by.
Yes a good system helps but you can't turn coal into diamond.
