The move where the Hunter shoots back is called "Disengage". And two questions; what is keybind turning and what server do you play on?

@hatericide Keybind turning is when I use A and D to turn left and right instead of turning with a mouse. Turning with a mouse is faster and better by most accounts but I play how I play and it is what it is
