I've never been to Shanghai, but I heard there are financial district in Shanghai that has newer buildings than HK. As per the "best" city in China, that's subjective, but Shanghai will probably be the most financially sophisticated and leading city in financial, culture, etc... things important.

Yep, I'm from Hong Kong, and I would love to see Shanghai eclipse Hong Kong... it's only natural.
However, I hope Hong Kong doesn't fall into irrelevance - hopefully it can merge with Shenzhen to reform Bao'an county prior to 1842 Treaty of Nanjing which split HK from Shenzhen...

Hong Kong is beautiful and scenic with its skyline, but Shanghai seems more limitless, with a mega city sprawling in every direction. I like Shanghai's skyline slightly better.

you cant always see the scyscrapers and the money and the shopping malls and the disneylands.
The city of Hong Kong has the greatest skyline in the world! Hong Kong has a whopping 43 buildings over 200 metres tall, 30 of which were built in the year 2000 or later
Hong Kong boasts four of the 17 tallest buildings in the world That's 20% of the top 20, all in one city!

Hong Kong and Shanghai are 800 or more miles apart so much of the so-called competition is not significant.
The distance between Chicago and New York is about the same, both co-exist very well.
