This Act gave us Christiane Ouimet, the "Integrity" Commissioner who couldn't do her job, so she was given a 500,000$ golden parachute... This is what Stephen Harper calls "accountability".

Apparently accountability means defending the doctoring of government documents and lying to Parliament about it.
I guess accountability means different things to different people.
